PhD in Economics (PUC-Rio) and Professor of Public Policy at FGV/EBAPE. Joana held prominent positions in the Rio de Janeiro government, serving as Director of the Public Security Institute (2015-2018) and Chief of Research at the State Public Prosecutor's Office (2019-2021). Previously, she was a Tinker Visiting Professor at the University of Chicago (2023), Visiting Fellow at Columbia University (2021-2022), and Research Fellow at Harvard University (2009-2012). PhD candidate in Public Administration and Government (FGV/EAESP) and Master in Economics (UFRJ). Julia has ten years of experience in public policy, working in both government agencies and academia. In Rio de Janeiro, she served as Deputy Coordinator of the Research Center of the State Public Prosecutor’s Office, as a Public Policy Analyst at the Public Security Institute, and as Executive Manager at FGV, leading projects in the design, monitoring, and evaluation of security policies. She is currently undertaking a visiting doctoral program at the University of Chicago (2023, 2024–2025). PhD in Economics (PUC-Rio) and Professor in the Department of Economics at the Federal University of Juiz de Fora (UFJF). Specialist in the design and impact evaluation of policies aimed at reducing violence against women and promoting justice. Holds a PhD in Economics from the Pontifical Catholic University of Rio de Janeiro, with a visiting research period at the University of California – Berkeley. Researcher at the Center for Applied Science to Public Security (FGV CCAS), the Family and Gender Economics Society (GeFam), and J-PAL (JOI Brazil and Gender and Economic Agency Initiative). Ramón is Executive Manager at Leme – Laboratory for Violence Reduction and a researcher in the field of public security. With a background in Social Sciences (bachelor’s degree from Universidade do Estado do Rio de Janeiro and a master’s degree from Universidade Federal Rural do Rio de Janeiro), he has dedicated more than a decade to the use of data and scientific evidence to strengthen the institutional capacity of governments and organizations. Throughout his career, he worked as a researcher at the Laboratório de Análise da Violência (2013–2015), a public policy specialist in the Caminho Melhor Jovem Program (2016), and a project leader at the Ministério Público do Estado do Rio de Janeiro (2017–2024).

Master’s degree in Public Administration from the University of California San Diego (UCSD) and a BA in International Relations from the Universidade Federal Fluminense (UFF), Laura Nóra works in the fields of public policy, education, and development. She has experience in research, management, and evaluation of policies and projects, with work carried out in Brazil and internationally. She previously served as a Senior Research Analyst at the Center for Universal Education at the Brookings Institution, where she led quantitative and qualitative analyses for a study conducted across 16 countries. She also worked at the Columbia Global Centers Rio de Janeiro, where she coordinated leadership training programs for public sector leaders and international cooperation initiatives. At Leme, she works on the design and implementation of training projects in the areas of public security and criminal justice.

Giovanna Ubida

Project Leader
PhD candidate in Economics at Insper, with research funded by FAPESP on the economics of crime and public policy evaluation, focusing on the intergenerational effects of violence against women and the impacts of institutional reforms. She was a visiting researcher at Princeton University in 2024 and holds a Bachelor's degree in Economics from FECAP. She has ten years of experience in applied research and econometrics, with academic work at FGV, FECAP, and Insper on topics including crime, labor markets, and the justice system. She is a research associate at LEME Lab (Laboratory for Violence Reduction), where she participates in projects evaluating public policies aimed at violence prevention. She led the NECON-FECAP economic study group and is part of the GeFam (Brazilian Society for Family and Gender Economics) study group, where she designed mentoring programs for young researchers. Her research interests include development microeconomics, applied econometrics, and violence.
Palloma Marciano

Palloma Marciano

PhD in Political Science from the Universidade Federal de Pernambuco (2022), Palloma has 15 years of experience in the implementation and evaluation of public policies. She has worked with the governments of Alagoas (2020–2021) and Pernambuco (2023–2026), developing policies in the areas of social assistance, education, infrastructure, and science and technology. She has experience in project management, knowledge management, and cross-sector collaboration, translating data and evidence into clear information for managers and decision-makers. In Pernambuco, she led the development of monitoring systems for strategic projects and information management within the Governor’s Special Advisory Secretariat. She was a visiting researcher at the University of Pittsburgh (2019), analyzing conditional cash transfer programs and political behavior in Latin America. She holds a PhD in Urban and Regional Planning from the University of California, Berkeley (2025), with an award-winning dissertation from the Latin American Studies Association (LASA) on the intersection between criminal governance and the urbanization of Rio de Janeiro’s peripheral areas. She is an architect and urban planner, having graduated from the Federal University of Rio de Janeiro (2011), with a master’s degree in Urban Design from Columbia University (2014). At the same university, she worked as a professor and was a research assistant at the Earth Institute, developing comparative studies on infrastructure and peripheral urbanization in Kisumu (KE), Seoul (KO), and Rio de Janeiro (BR). At Leme, she works as a Senior Researcher on the project focused on preventing youth recruitment into crime. She is a professor in the Department of Architecture and Urbanism at PUC-Rio, where she teaches courses in urbanism and urban planning.
